Dr. Matt Kennedy

Matt Kennedy (Phd) is a sustainability leader, climate scientist and engineer with a strong track record of providing climate policy advice and thought leadership for clients, building a reputation among global peers. Matt is a chartered environmental professional and Fellow of the Institute of Environmental Management and Assessment (IEMA), with over 20 years’ experience in delivering national and international climate change initiatives, advocacy and advisory services within infrastructure, buildings, cities, transport, and energy sectors.

Matt is an internationally recognised climate expert and has international experience across Africa, Asia and the Middle East, including as technical advisor across UNDP and UNEP where he has worked with governments to implement initiatives supported by GCF Readiness and GEF Star allocations. Specialist areas include mitigation and adaptation across MENA region, including country assistance in the development and implementation of NDCs and TNAs, including NAPs and TAPs.

Climate Governance

Lead E.U. Negotiator representing 28 Member States at COP21 UNFCCC Climate Agreement, Paris. UNFCCC Facilitator for negotiations, Bonn 2022. 

Chair of the U.N. Climate Technology Centre and Network (CTCN), a UN institution delivering adaptation and mitigation technical assistance to developing countries with a network of 700 organisations.

Lead Consultant for the delivery of the UNEP Climate Technology Centre and Network Five Year Programme of Work and the UNEP-UNIDO Programme Document on technology transfer.

Expert Evaluator for the European Commission on its 100 Climate Neutral Cities Initiative (2021) and on its Green City Award Programme (2016-22).

Former Chair of the International Energy Agency's (IEA) Renewable Energy Technology Partnership ProgrammeIndependent Expert to European Commission’s Technical Expert Group on Sustainable Finance.

Delivering adaptation support to countries

Including Adaptation Planning Technology Needs Assessments

This portfolio of climate resilient and decarbonisation projects involved collaboration with multilateral institutions and governments in Africa, Middle East and Asia in conducting individual adaptation planning and technology needs assessments. Project experience includes:

Climate Science Specialist for the UNDP project 'Advancing Albania's Planning for adaptation through the development of a national adaptation project'. This aimed at strengthening capacities to better inform decision-making on climate risks and catalyse and direct climate investments. It involved the development of 8 local adaptation plan of actions across sectors that including climate risk and vulnerability assessments, including sensitivity, exposure, hazard and adaptive capacity assessment.

Project Director for Resilient Cities Network initiatives, supporting the delivery of the Urban Power Program, an initiative to identify, design and accelerate energy solutions which address energy poverty, prioritise sustainability and promote a just energy transition for Cape Town, Lagos and Rio.

Development of sectoral action plans in terms of adaptation and mitigation action on behalf of UNIDO and UNEP for the Governments of Botswana, Georgia, Ghana, Iraq, Nigeria and Zimbabwe, in preparation for the Green Climate Fund (GCF) readiness support programme. Actions also included stakeholder engagement in country on behalf of the respective government. 

Policy Reform and Market Transformation, Iran, UNDP: The Global Environment Fund and UNDP collaborated with the Government of Iran to develop the Policy Reform and Market Transformation of the Energy Efficient Buildings Sector Project. This project involved delivery of a city wide energy efficiency programme of building retrofit, white certificates and market mechanisms.
